Paul Krugman on Euro Rescue Efforts 'Right Now, We Need Expansion'

ΠΗΓΗ: SPIEGEL

In a SPIEGEL interview, Nobel Prize-winning economist Paul Krugman argues that this is not the time to worry about debt and inflation. To save the euro zone, he argues that the European Central Bank should loosen monetary policy and the German government should abandon austerity.

SPIEGEL: Mr. Krugman, does Greece have to leave the euro zone?

Krugman: Yes. I don't see too much alternative now. It's going to be terrible in the first year if they do leave. So I am really reluctant to say that it's a little bit like shouting "Fire!" in a crowded theater, but what is the realistic option here? It's not as if anything anyone's proposing has any hope at all of getting them out of the mess they're in.
SPIEGEL: If Greece should leave, will this finally contain the euro crisis or, rather, make things worse?

Krugman: What happens if Greece leaves? Then you have again a bank run in other peripheral countries because they've set the precedent. But, again, that could be contained with lending from the ECB (European Central Bank). What has to happen is that the ECB has to be willing to replace all euros withdrawn as is necessary. And I think the case we're making for that lending becomes a lot easier because the Greeks were actually irresponsible. The Greeks actually did behave badly, and so the political case for unlimited exposure to Greece is very hard to make. A much easier case to make is for Spain and then Portugal and Italy, all of which did nothing wrong on the official side. So you could argue that the bad actor has been ejected, but we need to save the good actors.

του P. Krugman
ΤΟ ΒΗΜΑ – NEW YORK TIMES

Those Revolting Europeans

Πηγή: New York Times
P. Krugman

The French are revolting. The Greeks, too. And it’s about time.
Both countries held elections Sunday that were in effect referendums on the current European economic strategy, and in both countries voters turned two thumbs down. It’s far from clear how soon the votes will lead to changes in actual policy, but time is clearly running out for the strategy of recovery through austerity — and that’s a good thing.

Needless to say, that’s not what you heard from the usual suspects in the run-up to the elections. It was actually kind of funny to see the apostles of orthodoxy trying to portray the cautious, mild-mannered François Hollande as a figure of menace. He is “rather dangerous,” declared The Economist, which observed that he “genuinely believes in the need to create a fairer society.” Quelle horreur!

What is true is that Mr. Hollande’s victory means the end of “Merkozy,” the Franco-German axis that has enforced the austerity regime of the past two years. This would be a “dangerous” development if that strategy were working, or even had a reasonable chance of working. But it isn’t and doesn’t; it’s time to move on. Europe’s voters, it turns out, are wiser than the Continent’s best and brightest.

Πηγή: bankingnews.gr

Για τον Krugman, στάσεις όπως εκείνης του Βερολίνου και της Γερμανίδας Καγκελαρίου Angela Merkel, μεταφράζονται ως "ιδεολογική υστερία". Τι εννοεί;

του P. Krugman
TO BHMA - NEW YORK TIMES

Του Paul Krugman

ΠΗΓΗ: tvxs.gr

On Saturday The Times reported on an apparently growing phenomenon in Europe: “suicide by economic crisis,” people taking their own lives in despair over unemployment and business failure. It was a heartbreaking story. But I’m sure I wasn’t the only reader, especially among economists, wondering if the larger story isn’t so much about individuals as about the apparent determination of European leaders to commit economic suicide for the Continent as a whole.

Just a few months ago I was feeling some hope about Europe. You may recall that late last fall Europe appeared to be on the verge of financial meltdown; but the European Central Bank, Europe’s counterpart to the Fed, came to the Continent’s rescue. It offered Europe’s banks open-ended credit lines as long as they put up the bonds of European governments as collateral; this directly supported the banks and indirectly supported the governments, and put an end to the panic.

Kevin Drum has some fun, and rightly so, with Rick Warren’s apparent belief that Jesus was a supply-sider:
Well certainly the Bible says we are to care about the poor….But there’s a fundamental question on the meaning of “fairness.” Does fairness mean everybody makes the same amount of money? Or does fairness mean everybody gets the opportunity to make the same amount of money? I do not believe in wealth redistribution, I believe in wealth creation.
The only way to get people out of poverty is J-O-B-S. Create jobs. To create wealth, not to subsidize wealth. When you subsidize people, you create the dependency. You — you rob them of dignity.

European Success Stories

ΠΗΓΗ:NYT (via Social Europe Journal)
by P. Krugman
Mr. Katainen, the 40-year-old leader of one of the euro area’s last remaining triple-A-rated countries, spoke more optimistically in his public comments of “growsterity,” a form of austerity that allows for some targeted measures to encourage growth, like Finland’s decision to grant tax relief for research spending by companies despite sharp budget cuts elsewhere.
“It’s clear that if you cut expenditures and raise taxes, it will weaken the growth in the short term,” he conceded. “But at the same time it will strengthen the credibility of the country. And once you earn back the credibility, the growth will follow, as we have seen in Ireland, for instance, or in Latvia, especially.”
Hmm:
Latvia has grown some in the past two years; so did the US in 1933-35. But it’s still a deeply depressed economy. And as for Ireland, there were some very premature victory celebrations in the early fall; remarkably, the claim that Ireland was recovering seems to have settled into the consciousness of Europe’s VSPs, while the subsequent demonstration that it was all a blip never got through

What Greece Means

P Krugman

So Greece has officially defaulted on its debt to private lenders. It was an “orderly” default, negotiated rather than simply announced, which I guess is a good thing. Still, the story is far from over. Even with this debt relief, Greece — like other European nations forced to impose austerity in a depressed economy — seems doomed to many more years of suffering.
Fred R. Conrad/The New York Times
Paul Krugman

And that’s a tale that needs telling. For the past two years, the Greek story has, as one recent paper on economic policy put it, been “interpreted as a parable of the risks of fiscal profligacy.” Not a day goes by without some politician or pundit intoning, with the air of a man conveying great wisdom, that we must slash government spending right away or find ourselves turning into Greece, Greece I tell you.

Just to take one recent example, when Mitch Daniels, the governor of Indiana, delivered the Republican reply to the State of the Union address, he insisted that “we’re only a short distance behind Greece, Spain and other European countries now facing economic catastrophe.” By the way, apparently nobody told him that Spain had low government debt and a budget surplus on the eve of the crisis; it’s in trouble thanks to private-sector, not public-sector, excess.

P. Krugman: Economics in the Crisis

ΠΗΓΗ: NYT

Aha — should have done this before. Last week I received an honorary degree in Lisbon; my talk at the ceremony is below the fold.
ECONOMICS IN THE CRISIS
Paul Krugman
For delivery 27 February, 2012

To say the obvious: we’re now in the fourth year of a truly nightmarish economic crisis. I like to think that I was more prepared than most for the possibility that such a thing might happen; developments in Asia in the late 1990s badly shook my faith in the widely accepted proposition that events like those of the 1930s could never happen again. But even pessimists like me, even those who realized that the age of bank runs and liquidity traps was not yet over, failed to realize how bad a crisis was waiting to happen – and how grossly inadequate the policy response would be when it did happen.
And the inadequacy of policy is something that should bother economists greatly – indeed, it should make them ashamed of their profession, which is certainly how I feel. For times of crisis are when economists are most needed. If they cannot get their advice accepted in the clinch – or, worse yet, if they have no useful advice to offer – the whole enterprise of economic scholarship has failed in its most essential duty.
And that is, of course, what has just happened.

Krugman: European Crisis Realities

P. Krugman

This is not original, but for reference I find some charts useful. In what follows I show data for the euro area minus Malta and Cyprus — 15 countries. I use red bars for the GIPSIs — Greece, Ireland, Portugal, Spain, IrelandItaly — and blue bars for everyone else.
There are basically three stories about the euro crisis in wide circulation: the Republican story, the German story, and the truth.
The Republican story is that it’s all about excessive welfare states. How does that hold up? Well, let’s look at public social expenditures as a share of GDP in 2007, before the crisis, from the OECD Factbook:
Hmm, only Italy is in the top five — and Germany’s welfare state was bigger.

Krugman: Greece

We must do something. This is something. Therefore we must do it.
What can I say? As Felix Salmon says, this really isn’t credible. The problem with all previous rounds here has been that austerity policies depress the economy to such an extent that it wipes out most of the topline fiscal gains: revenue fall, so does GDP, so the projected debt/GDP ratio gets, if anything, worse.
Now we have another round of austerity — which is assumed not to do too much damage to growth. The triumph of hope over experience.
OK, nobody here is an idiot (although see my next post). What’s happening is that nobody is prepared to take the plunge into either of the paths that might eventually lead out of this: sustained aid (not loans) to Greece, or departure from the euro, leading eventually to higher competitiveness and faster growth. Both options would be politically catastrophic, which means that they can’t be taken until there is literally no alternative.
So Greece will be strung along some more.

Paul Krugman

Paul Krugman

I’m giving a talk in Paris tomorrow. Here are some slides; they won’t come as a shock to regular readers, but it may be useful to see them all in one place.
First, I make the case that the overall economic crisis is driven by private debt, not public debt:
Then I point to the huge swing of the private sector into financial surplus, which necessitated large public deficits to avoid a much deeper slump:

KRUGMAN: COMPETITIVENESS- A DANGEROUS OBSESSION

Magazine: Foreign Affairs
Issue: March/April 1994 (volume 73, number 2)

SYNOPSIS: One of the original papers on trade that put Krugman in the Economic spotlight. Talks about unintelligent concern with International Competition.

THE HYPOTHESIS IS WRONG
In June 1993, Jacques Delors made a special presentation to the leaders of the nations of the European Community, meeting in Copenhagen, on the growing problem of European unemployment. Economists who study the European situation were curious to see what Delors, president of the EC Commission, would say. Most of them share more or less the same diagnosis of the European problem: the taxes and regulations imposed by Europe's elaborate welfare states have made employers reluctant to create new jobs, while the relatively generous level of unemployment benefits has made workers unwilling to accept the kinds of low-wage jobs that help keep unemployment comparatively low in the United States. The monetary difficulties associated with preserving the European Monetary System in the face of the costs of German reunification have reinforced this structural problem.

It is a persuasive diagnosis, but a politically explosive one, and everyone wanted to see how Delors would handle it. Would he dare tell European leaders that their efforts to pursue economic justice have produced unemployment as an unintended by-product? Would he admit that the ems could be sustained only at the cost of a recession and face the implications of that admission for European monetary union?

KRUGMAN: S&P On Europe

by P. Krugman

S&P’s downgrade of a bunch of European sovereigns was no surprise. What was somewhat surprising — and which went unmentioned in almost all the news stories I’ve read — was why S&P has gotten so pessimistic. From their FAQs:
We also believe that the agreement [the latest euro rescue plan] is predicated on only a partial recognition of the source of the crisis: that the current financial turmoil stems primarily from fiscal profligacy at the periphery of the eurozone. In our view, however, the financial problems facing the eurozone are as much a consequence of rising external imbalances and divergences in competitiveness between the EMU’s core and the so-called “periphery”. As such, we believe that a reform process based on a pillar of fiscal austerity alone risks becoming self-defeating, as domestic demand falls in line with consumers’ rising concerns about job security and disposable incomes, eroding national tax revenues.
German chancellor Angela Merkel has called on eurozone governments speedily to implement tough new fiscal rules after Standard & Poor’s downgraded the credit ratings of France and Austria and seven other second-tier sovereigns.
Still barreling down the road to nowhere.

Keynes' Predictions Proven Spectacularly Accurate

Πηγή: truthout

by: Paul Krugman, Krugman & Co. | Op-Ed

(Image: CartoonArts International / The New York Times )
The economist Dean Baker is once again justifiably mad at Robert Samuelson at The Washington Post who, in a column titled “Bye-Bye Keynes?” published on Dec. 18, writes: “Were [John Maynard] Keynes alive now, he would almost certainly acknowledge the limits of Keynesian policies. High debt complicates the analysis and subverts the solutions. What might have worked in the 1930s offers no panacea today.”
Mr. Baker, in a blog post for the Center for Economic Policy and Research, pointed out the next day that “Samuelson actually wants to say goodbye to Keynes, but he would have had a better case if he was talking about Darwin and the theory of evolution. After all, when we have seen nothing but confirming evidence for years, why should we still accept the theory?”
It is indeed frustrating that after three years in which Keynesian predictions have been spectacularly correct, pundits insist on reading the evidence as a rejection of his work.
